IMPORT OF HOUSEHOLD GOODS

Foreigners Moving To Kyrgyzstan

When moving to Kyrgyzstan, the following documents will be required for import customs clearance:

  • Passport copy
  • Visa copy
  • Letter to customs from the organization where the foreigner works confirming employment
  • 2 stamped applications to customs by organization
  • Packing list
  • Proforma invoice
  • Notarized power of attorney to Move One broker

If importing the HHG by air, all shipments under 50 kg can be imported duty and tax free. For HHG shipments exceeding 50 kg duties and taxes are to be paid as $0.15/kg, min. fee is 200 kg.
If the HHG arrive by surface, duties and taxes will be calculated as $0.15/kg, min. fee is 200 kg.

Returning Kyrgyz citizens

Returning Kyrgyz citizens will pay same duties and taxes as foreigners and will have to provide the following documents:

  • Passport copy
  • Identification tax payee number
  • Packing list
  • Proforma invoice
  • Notarized power of attorney to Move One broker

Diplomats Visiting Kyrgyzstan

Diplomats don’t pay any duties and taxes on their HHG for any mode of transport. Documentation requirements are as follows:

  • Passport copy (diplomatic passport if there is)
  • Visa copy
  • Diplomatic card copy
  • Letter to customs from the organization where the foreigner works confirming employment
  • Power of attorney to customs from the organization to Move One broker
  • 2 stamped applications to customs by organization
  • Packing list
  • Proforma invoice

Notes

Valued inventory lists are for customs purposes and therefore the value does not have to be the same as used for insurance purposes. It is strictly advised not to enclose the list used for insurance purposes along with the shipping documents. Customs bond is calculated from the declared customs value. Customs clearance takes about 1-2 business days.

Prohibited Items When Moving To Kyrgyzstan

The following items cannot be imported to Kyrgyzstan:

  • Weapons of all kinds
  • Pornography
  • Narcotics
  • Toxic materials
  • Radioactive materials
  • Meat and milk products
  • Plants

Import of Vehicles

Documents needed for temporary import are:

  • Customs Border Report
  • Invoice or statement about vehicle’s value
  • Shipping document
  • Technical passport
  • Statement by owner on company letterhead stating place of residence in Kyrgyzstan
  • Copy of owner’s passport or ID card
  • Power of attorney to customs to Move One broker

List of documents required for definitive customs clearance paying duties and taxes:
For all other cars being imported duties and taxes are to be paid. The amount will depend on the technical characteristics of the automobile. Documents needed for import are:

  • Customs declaration from the border
  • Invoice or statement about vehicle’s value
  • Shipping document
  • Technical passport
  • Power of attorney to customs to Move One broker
  • Copy of owner’s passport or ID card
  • Copy of owner’s visa

In case of diplomatic car it will be free from any duties or taxes.

Import of Carpets, Paintings, Musical Instruments, Artifacts and Antiques

Antiques are defined as items over 50 years old. When importing such items, they need to have the following documents with them:

  • Individual inventory list with the name of the art, year of production and the value of each piece
  • 2 photos of each item (front and side)
  • Letter from the Ministry of Culture of exporting country confirming from which country the goods were brought to which country

There is no limit on the items that can be brought into Kyrgyzstan as long as each item is registered.

Import of Special Items (i.e. Riffles, Stuffed Animals, etc.)

Rifles
Temporary import:

  • Consignee needs weapon transit sheet (issued by Czech Embassy in origin country and locally by police office)

Validity: maximum 90 days (after this period the rifle must be exported)

Permanent import:

  • Consignee needs weapon transit sheet for permanent import (issued by Czech Embassy in origin country)

Validity: unlimited

Within 5 days consignee must contact relevant police office (it depends on the final destination), register and ask for issuing of weapon pass for Kyrgyzstan. In case of export of the weapon client must de-register it at the same police office.

Stuffed heads and skins of animals
Required documents are as follows:

  • Certificate of origin
  • Vet certificate
  • Vet registration
  • CITES certificate

Notes
If these parts of animals are infectious they may not be imported. The amount of pieces must be relevant to importing non-commercial household goods.

Import of Wine, Spirits and Tobacco

The allowance limit for the import of alcohol and tobacco products for personal consumption is:

  • Wine and spirits: 2 litres
  • Cigarettes: 200 cigarettes

Notes
Excess amounts of wines, spirits and tobacco brought into Kyrgyzstan will be treated as commercial excise shipment and excise license will be needed.

EXPORT OF HOUSEHOLD GOODS

A permit from Ministry of Culture of Kyrgyzstan must be obtained with the picture with size and name and year of production. If the cultural item is not a cultural heritage the permit will be obtained within 3-5 days. There is an official fee for export which varies depending on Ministry of Culture’s definition.
