Import of Household Goods

For expat families, the process of moving to a new country, finding a suitable accommodation or good school for their kids is just one of the many things they have to deal with as they prepare to start life in their new environment. When Moving to Bulgaria, the following documents are needed for import customs clearance of household goods:

  • Copy of international passport
  • Copy of “Blue Passport” (local identity document for temporary residence)
  • Declaration of the value of the HHG, separate from the packing list
  • Packing list in English
  • Separate list of serial numbers and brands of the electrical appliances
  • Certificates for plants, potted flowers, fine arts, etc, if any
  • Letter from the employer in Bulgaria, stating that the foreigner is going to work in the organization for a minimum of 12 months
  • Notarized power of attorney to arrange customs procedures – sample can be provided for reference

EU Citizens

EU citizens can import household goods duty free only if they have worked outside the European Union for more than 1 year. Documents required for customs clearance are as follows:

  • Copy of international passport
  • Declaration of the value of the HHG, separate from the packing list
  • Packing list in English
  • Separate list of serial numbers and brands of the electrical appliances
  • Certificates for plants, potted flowers, fine arts, etc, if any
  • Work certificate from the employer at origin (declaring client’s name, job title, period of work and full address at origin)
  • Copy of flat rental contract or contract of buying a flat/house or work certificate from the employer at destination
  • Documents which approve that client lived outside of EU for more than 12 months prior of moving to Bulgaria (copy of residence permit from origin country, visa copy, bills)
  • Notarized power of attorney to arrange customs procedures – sample can be provided for reference
  • Copy of EU registration card

The following documents are needed for import customs clearance:

  • Copy of the passport (all pages) and ID card
  • An analytical packing list, describing the quantities of all items. The weight and value of all valuable items should be stated on the packing list (electrical items, fine arts, etc)
  • Proforma invoice
  • Separate list of serial numbers and brands of the electrical appliances
  • Certificates for plants, potted flowers, fine arts, etc.
  • Statement for permanent residency intention
  • Prove for living/working abroad at least 12 consecutive months
  • An application to the customs authorities for import of the household goods
  • Letter of authorization must be presented in the form of power of attorney to arrange customs procedures concerning the import of household goods, certified by a notary

The following documents are needed:

  • Copy of the diplomatic passport
  • Packing list
  • Separate list of serial numbers and brands of the electrical appliances
  • Letter from the Embassy stating that the client has been appointed and mentioning the period of stay in Bulgaria
  • Letter of authorization to arrange customs procedures, certified by a notary
  • Special customs form that demands permission for duty free import of HHG, verified by the Consular Section of the Bulgarian Ministry of Foreign Affairs

Notes

Each person who imports or exports goods to/from Bulgaria should have a valid EORI registration in one of the EU countries. If the shipper does not have it, it should be obtained from the Bulgarian Customs.

Should the “Blue Passport” not be available, the client may be required to pay a customs guarantee (approx. 26-50% of the declared customs value). If the client is in possession of a work permit issued by the Bulgarian Ministry of Labour it is also considered as a temporary residence permit and the customs guarantee is not applicable.

All paintings imported should be catalogued and described separately, including artist, dimensions and the type of material used.

Customs authorities reserve the right to order payment of import duties and VAT for household goods and cars. The decision is based on the inventory lists, value declaration and period of stay abroad.

Duty free entry shipments for returning citizens is only possible at customs adjacent to residence registration as per the ID card (“lichna karta”). There should not be a discrepancy of more than 12 months between shipper’s arrival and date of shipment’s arrival. Household goods must have been at least 6 months in possession of the person.

  • lcoholic beverages (including but not restricted to liquors, wine and beer)
  • Tobacco
  • Pornographic books, magazines and other media
  • Narcotics, drugs, stimulants
  • Firearms, weapons and ammunition

Please note that only one motor vehicle can be imported to Bulgaria duty free. Documents required for import customs clearance are:

  • Proof of ownership
  • Foreign registration card
  • Visa
  • National drivers license
  • International insurance policy (green card)

Motor vehicles receiving duty free entry may not be hired, pledged, leased out or transferred gratuitously prior to the expiry of 24 months as from the date of acceptance of declaration for release under the import procedure, without prior authorization of the customs office having authorized the import.

Where motor vehicles are hired, pledged, leased out or transferred prior to the expiry of this period, the customs office shall collect the customs dues and taxes payable for the vehicle in accordance with their type and on the basis of the customs value determined or accepted by the customs authorities.

Notes

  • Art/antique certificate of origin
  • All other documents required for import of normal HHG

Notes

If the shipper paid duties and taxes on the imported antiques to Bulgaria and would like to export them one day, permit from Ministry of Culture will be required for export customs clearance.

Rifles

Several import permits are required depending on the type of the rifle which wants to be imported.

Stuffed Animals

  • CITES Certificate
  • Animal health certificate

Notes

Before importing any special item to Bulgaria please contact our office in order to check the appropriate permit requirements.

If the shipper wants to bring alcohol into Bulgaria it must be taken with him/herself. Sending alcohol and tobacco in an unaccompanied shipment is prohibited and will be confiscated by customs. The allowance limit for import of wine, spirits and tobacco products for personal consumption is as follows:

  • Wine: 2 liters
  • Spirit: 1 liter
  • Tobacco: 200 cigarettes or 100 cigarillos or 50 cigars or 250 grams of tobacco

Notes

Above these amounts client has to pay duties and taxes.

Export of Household Goods

  • Proof of ownership
  • Copy of the itemized car ID card signed and stamped by the Bulgarian traffic police that the car is no longer registered in Bulgaria

Documents needed for export customs clearance:

  • Invoice for the item
  • Art/antique certificate of origin
  • All other documents required for export of normal HHG

Notes

Items over 100 years old will be very difficult to export from Bulgaria unless they were well documented upon arrival.
